Tucked into the rolling hills of Westmoreland County, just southeast of Pittsburgh, lies a town that’s easy to miss on a map—but impossible to forget once you’ve visited. North Irwin spans just 0.20 square miles, but it’s packed with heart, history, and the hometown pride of approximately 820 residents. North Irwin, Pennsylvania established in 1894, this small town began as farmland and found its early spark with the arrival of the Pennsylvania Railroad in 1852 .

At its core, North Irwin is about connection—between past and present, neighbor to neighbor, and community to country. Our residents are proud of their town, committed to its upkeep, and always eager to welcome new faces into the fold. Residents enjoy a well-maintained environment, a 27‑mills property tax rate, and a modest municipal budget of around $283,000 for 2025 . Children attend the Norwin School District—formed in 1958 from the merger of North Irwin, Irwin, and North Huntingdon districts. Students are served from elementary through high school, with Norwin High School offering wide-ranging academic and extracurricular opportunities

At the heart of North Irwin is a borough council and mayor who are not just leaders—they're neighbors. Mayor John McIntyre and council members work diligently to ensure our town runs smoothly, offering services like zoning permits, sanitation, snow removal, community event spaces, and more. Whether you’re renting the town hall for a baby shower, reserving the community pavilion for a summer cookout, or stopping by the borough office to say hello, everything in North Irwin is built to serve its residents.

Built on civic engagement, the Municipal Authority meets quarterly, while regular council meetings are held on the second Tuesday evening each month North Irwin, Pennsylvania. The borough also manages essential services like water, electricity, street maintenance, and partnerships with local police, fire, and ambulance services .

2025 NIBMA MEETINGS 
The 2025 regular meetings of the North Irwin Borough Municipal Authority will be at 6:00 PM at the North Irwin Town Hall on the last Monday of first month of each quarter.  The dates are:  January 27, April 28, July 28 and October 27, 2025.  If you are a person with a disability and wish to attend the meeting scheduled for these dates listed above and require an auxiliary aid, service or other accommodations to participate in the proceedings, please call 724-864-5057.
